I recently played an Unfallen Run on the biggest Mapsize, with the goal to fully utilise all population types i could get my hands on and make a great diverse Empire, I could get a population to 50 really fast, as it was a really big map, but then i started to doubt my idea, as the Laws of which the 50 bonus consisted werent worth it...

Quick example: the Remnant law ; +50% strategic ressource deposits
Why should i collect 50 Remnants if i could just enact the Strategic Ressource Law of the Industrial Party which even gives enormous Industry boosts and lessens my EXTREME Influence surplus a little

I easily got around 4 laws now, as the map is quite big so i can have lots of population, but they all arent worth using at all, any party law is more efficient

And on smaller (and more realistic) maps, i would have to go trough great effort to get 50 of a minor civilization while the payoff isnt really worth it


My idea would be to greatly buff those laws

which are often even worse then the nerfed independent laws, to make them viable and great rewards for doing something as logistic heavy as getting 50 of a minor civilization

and put an influence cost on them

cause at the time your empire got its hands on those collection bonuses it already produces vast amounts of influence , especially since one is propably going a pacifistic route if one bothers to get those bonuses.


Just a Balance idea, cause at the moment the 50 collection rewards arent worth it (with the exception of the battle tactic improvments of the militaristic minor factions)
