Allow "None" to be chosen when selecting which colony will send Food deliveries to an Outpost.
One of the more valuable uses I've found for Outposts is their ability to mine resources before becoming a completed colony. Given speed and rapid Exploration efforts, a faction can snap up significant amounts of a variety of Luxury resources (and to a lesser extent Strategic resourceS) by settling an Outpost with no intent to complete it; however, Food delivery ships actually confound this otherwise interesting strategic depth, taking away Food from an existing system and increasing the likelihood that the Outpost is completed when you don't actually want a colony.
By allowing us to pick "None" as the system to deliver Food, Outposts can be used as a clever and simple method of mining resources outside of our borders without having to invest in the creation of a full colony, further expanding on this mostly-unused strategic avenue.
