Improve War Reparations to provide a significant portion of the losers overall Dust income based on how badly the War Pressure was out of their favor when Truces were signed. Change Jingoist Paradise to "+100% Dust on War Reparations on Empire" instead of the current Approval bonus for being in war.


These changes would encourage players to spread out their military actions over time but be aggressive when pursuing them, seeking to pick fights with larger or wealthier foes and accept truces in search of large payouts of Dust from war reparations. This is in keeping with the stated Diplomacy GDD goal of making galactic conquering a long term effort consisting of multiple successive wars instead of a single sweep.


Unlike normal laws, the Mandate laws cannot be "toggled" because they cost nothing except the time of the election cycle. As such players cannot "cheat" the effect as one can with the New Colony law, particularly as switching to or away from the mandate may require many turns of Anarchy or waiting for the election cycle.
