It would be great if there was a way of releasing minor factions. One way could be as part of diplomatic negotiations (expensively) and peace deals. The other through war:
If you conquer a Minor faction system during a war you’re given one chance to immediately release it as independent. This would mean less over stretch for the conqueror and taking the system away from the enemy. However, if the original empire can get ships to the system empty (either unguarded or by destroying all belligerent vessels) within 20 turns and before the end of the war could have a chance to spend* to instantly reacquire the system.
*I'm thinking: 250 influence and take a 12 turn empire wide moral hit (moral hit timer resets for multiple recaptures).
Released minors reset all relationships (Non-combatants get a head start building up but no one can acquire for 10 turns after peace). At peace the combatants can start normal relation building. There could be events that give bonus relationship score or even acquisition to the previous owner or liberators depending on who completes first.
Vodyani wouldn't be capable of releasing or losing minors due to their lore/faction - They do after all allow more independence.
