Problem:

Each faction in this game has a major initial political party, scientist for Sophons, pacifist for Lumeris, etc. Once you get to early midle game and beyond, unless you are a dictatorship, you will lose the ability to pass any Broad suport law because your senate will be very divided between 4 to 5 parties. 


Solution:

Each faction can choose one Broad suport law from their faction main political party even if they had only moderate suport. He can choose only one and will pay 50% more for that.


Example:

Sophons had only moderate suport for the scientist party at some point in a game. At this point he can choose one braod suport scientist law, and only one, but pay 50% more for that.
