New unique old Endless planet, just like Academy. In late-game players receive a quest to (for example) gain sum Pacifists support together in amount of X% (so in whole galaxy). If it failed, nothing happens. If succeed, the new unique planet is a Galactic Council, which is bassicly international goverment and works very similar. Galactic Counsil is 5th unique type of goverment, and it can't be changed. Senators/concils are the sum of senators in all player's goverments. There are also 6 "parties", but they have no leaders at the beginning. You can use one of your heroes to become a council, and he has a chance to be a leader of the party he represent by its views, if he has higher level then another one.


Each 20*x+10 turns (in the middle of term of office of Empire Goverments) (on normal speed) the council change the pool of senators and nobody has infuence to change it, BUT there is voting phase for special GLOBAL laws. This is unique pool of laws, for example:

 - (Militarists) Increase defensive potencial of ALL systems by X% per planet in it.

 - (Scientists) Each technology is X% cheaper to research by each player who's researched it.

 - (Ecologists) X strategy/luxury becomes illegal. No Empire can gain it or use it.

 - (Religious) Decreases science income of all players by 20%.

 - (Industralists) Special system projects generate 50% more FIDSI then usual.

 - (Pacifists) All Empires share their vision for everyone.

Of cource more (for example) Pacifists means more and stronger types of laws to choose from.


Not everybody can offer law they want. They can be proposedonly by:

 - Empire that owns system of Galacic Council.

 - Empire that have the most points of all.

 - (Only on first meeting) Empire that's 1st in unlocking the Council quest.

 - (2nd and later meetings) Empire that owns the best Council Hero.

 - (2nd and later meetings) Empire whos Council Hero owns the strongest council party.

Each Empire can propose up to one laws, so each meeting has 1-4 votings and 4 is the maximum amount of international laws active in one time.


After proposals, each player vote if the law will be rejected or not. I'm not sure how it could work: left as purediplomatic when one Empire == more vote, or do something that would increase the voting power of an Empire. It would be also added new option to diplomacy/trade where we can offer our vote to another player in next Galactic Council Meeting in exchange of something else.


This feature is kind of rather major one, that would be implemented rather then expanion, but it also can create more interaction between ALL players, not just the bunch of them.

I think that this is an interesting mechanic. Reminds me of the Civ 5 united nations

I liked the concept of this idea... but i fear it can create negative feedback in multiplayer, and in single player. 


Did you noticed that every constellation has some sort of... "Main"  resource? For example, if you're horatio, and you find Jadonyx on your home planet, you are very, extremely likely , if not certainly, to find jadonyx on most nearby planets. 


So, if you find jadonyx when the game starts.... Well well well, you are lucky. but if one resource is blocked... Just, a single resource...


Just a single driftbud or Dustideus Trees.... 


Players might RAGE. 


Because they will, whit their current dust problems... be EVEN poorer than they currently are. 


And that neglection of its luxury won't be strategical. It won't give the game a new edge of battle, it won't make multiplayer battles more intersting.


It would simply hinder the progress of players. 


And thats, definitly , not cool. I also think that -20% research for everyone is absolutely not a good idea. Whats the point of that? Reducing the other science input so they can't research x upgrades the way they need? Prevent scientific victory? Well, that last one seems like a good use for that one but... I dont really like it. 


Also industrialist bonus seems a little weird... FIDSI bonus for a industrialist faction? I will gain extra science whit industry? extra FOOD whit industry? that's seemingly out of thematic, im sorry . :/ 


I liked your idea, and im sorry for being like this to you... But i believe that, if you want to apply GLOBAL bonueses for the game that improves it... you don't have to make something generic like ...


Wait, scientists upgrade is an INVERSE sophons buff?


You will be forcing sophons to research already researched technlogies... what??????
