I find the political system in Endless Space 2 very refreshing. You can have problems and unexpected changes in your entire economy and military simply because you missed the way the solar wind's were blowing. However I've been a little frustrated with how the Hero's relate to the political system. Presently they are little more than figure heads. But these same hero's have powerful bonuses if they are the leader of a poltiical party. There is an idea in this section of the forums to allow your Hero's to campaign for their political party which might help at least reduce the figure head phenomenon. I also have a proposal.
There could be a hero skill, in each of the hero's tree that reads something like, While governor of a system 2% of the influence this system produces is converted to political capital for the Hero's political party. Political capital is a subresource, viewable in the Hero screen. If a Hero's political values match that of an elected political party their political capital is added to your empire's influence one time after an election.
If a Hero's political values do not match that of an elected political party their political capital is added during elections to their political parties support. For every 100 political capital a supporter of the political party with the least or 2nd least entrenched political party switches their vote to match the hero's political party.
I'm just making up some numbers here, and, I'm largely focused on tying the heros somewhat more indirectly to their political parties. I also think this might slightly tweak the annoyance of post election influence droughts.
