Playing as various factions that aren't the most Manpower efficient such as the Riftborn who I most recently played a game as bring an acute awareness of your empire's Manpower to your battleplan. Since ships in orbit gain the advantage to defend said system from other ships, it seems like a good idea to to give a small incentives to keep ships in hangers at the end of your turn in order to add a level of gameplay interaction that can slightly increase a players abiulity to affect the outcome of a war with a nearby enemy. 


Maybe keeping ships in hangers could slightly increase the replenishment of the Manpower or even regeneration of ships health. Feedback welcome.
