In my experience the characteristics of a factions home system has a major impact on the game. If there is one or more hot planets (with or without strategic resources) on a specific home system the faction the home system belongs too can build unique system improvements faster than factions without a hot planet in their respective home systems. So I would recommend that a player have the option to customize his or her factions home system before starting the game so that the player is not too much at the mercy of the randomness of galaxy generation.

Maybe some kind of point-buy-system (where you could buy additional planets and improve their quality (terraforming, resources, size)). 

I think one of the earlier civilization games had something like that. And I really liked it. You could use points to buy population, tile improvements, military units, buildings, ...


Or it could be tied into faction customization. This would probably be a lot easier to implement, but would only influence custom factions (with fixed presets for existing factions).


And for op: As a workaround in the current game you can just start new games until you like your home system. Annoying, but works.

At the very least, I think every player should at least start with the first two strategic resources (Titanium and Hyperium?) in their home system and not leave it too chance. It can easily determine who gets the early unique improvements, as you said.
