Customize the starting system of the player(s) and the AI:
- number of planets,
- type of planets,
- size of planets,
- position of planets (cosmetic),
- resources available on planets,
- anomalies of planets,
- sun type (for when "random" is selected, and/or cosmetic),
- etc.
For the sake of balance, these could still be locked behind discoveries, and perhaps given another trait system (apart from faction) solely for the home system.
