Right now the only way to expand your empire is to invade enemy systems. Military is therefore the only path to grow your empire. Adding another way to do so would bring more depth to the game.
Here comes cultural domination.
Another way to dominate a system is now to convince a population of your greatness. Use your propaganda skills, impress enemy's population to start a riot, which will ultimately lead to the system being now part of your empire.
- The player can now build new improvements into other's systems.
- The improvements will showcase the greatness of your empire. Little by little, the population will start liking you more than their home ruler.
- You can also build cultural improvements on your own empire to prevent such propaganda to grow on your population's mind.
- Improvements build on enemy systems are locked by pressure: the more pressure you own, the better buildings you can create, and the bigger propaganda campaigns you can run
- Building such improvement cost influence and money (or maybe economic resources?)
- Once the population reaches a breaking point, they will riot and take a certain amount of points to become yours.
