Redo Minor Faction Diplomacy Screen to match the Pirate Diplomacy Screen

The Pirate Diplomacy Screen that has been released with the Vaulters expansion, and it's absolutely gorgeous and overflowing with personality in a game that already has personality in spades.

One area of the game that doesn't have as much personality, is the Minor Faction Diplomacy Screen. It only features a static image and some flavor text and is formated in a way that doesn't take advantage of screen real estate in the same way that the Pirate Diplomacy Screen, which is nearly the same in terms of functionality and gameplay options.

I propose that the Minor Faction Diplomacy Screen is redesigned so that it more closely matches the Pirate Diplomacy Screen.  While I doubt redesigning the UX for the Minor Faction Diplomacy Screen would be much work (especially since most of it is already done with the addition of the Pirate Diplomacy Screen) there are obviously concerns when it comes to art and sound assets.  

To lighten the work load on the art team, I think it would be great to simply re-use the animated portrait for each Minor Faction's hero in addition to some minor tweaks to make it stand out slightly and be more inline with whats present in the Pirate Diplomacy Screen. As for sound, it would be far too expensive and be counter productive to hire voice actors for each Minor Faction (There are alot of them, and there will be more!) Instead, have the sound team put together "Alien" sounds for each Minor faction that play when the player interacts with them, it will give them more personality with less work and removes the need for localized voice acting.

I think these changes will go a long way to add a lot more personality to an area of the game that is currently lacking it, espeically when compared to the rest of an amazing game that is absolutely packed with personality. Thanks for the consideration!
