Scale the colonization limit according to the galaxy size

The current Colonization Limit is fixed, regardless of the galaxy size chosen by the player. It means that Conquest Victory is almost impossible in bigger galaxies, since the unhappiness penalty becomes unmanageable.

Could you please consider the implementation of a Colonization Limit scaled according to the size of the galaxy in witch we will play? Could you also make the techs which increase this limit to also offer scaled bonuses?
