Nerf 'Make Love Not War' on high player count maps

'Make Love Not War' gives a fixed boost per friendly alliance. When there are a large number of players this can give a huge boost if you've managed to sign a number of peace treaties - effectively pegging you at 100% happiness across your empire.


This can actually lead to a potentially game-ending problem if you've neglected to ensure system happiness without the law is taken care of - which is easy to do. As such, if you have an election and the pacifists lose power you can end up with everyone so unhappy you get anarchy with no way of getting happiness back.


But if you can keep the pacifists in government it pretty much takes happiness out of the equation when there are a large number of people to make treaties with.

This sounds like it is simply a trickier version of the Religious Saints and Sinners bill (Force to Content).


Bigger galaxies are already balanced by having more Systems you want to get. So the forced happiness would help you a lot more then mere + happiness in the long run.
