I want to have more influence on the Ideological leanings.

I think the BEST possible way, is to influence my Populations, the true core of the Ideological pressures that force my Representatives to vote in particular ways.

(Not to be confused with https://www.games2gether.com/endless-space-2/ideas/21-new-ways-to-influence-ideology - I like some of the ideas, but this is a different view-point and approach)

Ideas:

1.  Governmental Policies, broken down by sphere

A.  Empire Level:   By setting certain policies into place, I emphasize certain over-all Ideological desires, thus influencing the majority of new population growth.

(fastest changes, with growing populations, set at 50% current possible growth rate)

And also over time, with the exchange of population due to aging, migration patterns, etc.  Only 'full' systems are influenced.

(Slowest changes, 25% of current possible growth rate)

B.  System Level:  By setting certain Govenor-level choices into place, I more strongly emphasize certain over-all Ideological preferences (thus populations).   If implemented at same time as Empire Level, and same Ideologies , then at 60% possible growth rate.

If implemented at different Ideologies than Empire, then reduced to 25% total possible growth rate)

2.  Heros:

I'd like to see a possible solution to exchanging Heros.   Possibilities include:

A.  Firing current Hero, thus sending them back to the Academy, and resetting their Level to same as Academy

B.  Hiring from other Races:   This would entail a certain Diplomacy level, with it's own parameters as to whether the other civilization is 'for' or 'against' such negotiations.

C.  More choices from Academy.  Perhaps requiring a second, high-level (Era) building?  Full spectrum of choices, 1 from each Ideology, depending on over-all availability pool (not sure if this works, currently.  I have upward of 4-6 clones of same Hero, at times!!)
