We should have an options to set/hold our population limit for certain/specific/all race for certain planet. Allow us to purge unwanted population, but this must be for certain faction only.

Well you can achieve this partially and indirectly by boosting specific pop growth, religious law and conscription or other pop consuming upgrades.
