When I first saw the Vodyani I was really into the whole idea that they would be a completely fleet based faction. I personally don't like their play style very much, it's a bit too luck dependant for my taste.


That being said I began thinking of what I would like to see as a ship based faction. After the Vaulters came out and I saw that they were meant to be nomads, I felt like it was a missed opportunity.


I think it would be really interesting to have an entirely fleet based faction. the interactions to the planets would be minimal, and they would be dependant on building huge amounts of fleets. These fleets would have military ships and large civilian ships that would hold the upgrades for the fleet much like in systems. 


I don't have much else besides this small idea and would be open to discussion, because I would like to see something like this one day.

I think that population should either be capped or expanded via the construction of new ships. These ships could be combat worthy or not. Maybe population can be decided by a module or command points in a fleet. The issue i have is how modules would be constructed. 


Modules could be limited to the number of ships as well, which makes fleets more limited, but could be offset by not having any upkeep due to them being present on the fleets. 


I don't think they should have a sphere of influence either. They don't convert planets, and can't be converted themselves. Much like the cultists from endless legend, when they successfully invade planets they should salt the earth so to speak instead of claiming it. Ransacking it of ressources before leaving.
