Starting Anomaly Diversity (Custom Factions)

To start this off I was partly inspired by @Daynens comment on the thread, "'STRANGE BUT GOOD' TRAIT ALMOST NEVER SPAWNS PLANETS WITH MOONS ?"  

For custom factions, it would be nice to have more options in regards to custom factions starting anomaly. So as @Daynen suggested having an extra tier for more powerful starting anomalies would be nice. 

You could do 10/20 or 20/20. With 20/20 points giving you a higher chance of receiving a rare anomaly like Garden of Eden or the High Energy Plasma Sphere. 

On another note, I feel like having a trait that allows for a larger planet size (and a smaller planet size), such as 10/20 for large and 20/20 for Huge would be nice additions.
