Change Terraforming to be filled using excess Food from a full system, rather than being constructed as a building project with Industry.


This would give large excesses of Food a practical purpose, as well as completing the Ecologist party mechanically and thematically by turning Food into the currency of ecological restoration. 


Biofuel would only convert Food to Industry when a system is full and has no Terraforming project selected, in this case.

Interesting idea.  I've often felt the ecologist party was best for early game colony rushes, but lost out over other parties later.  This would be a curious addition to their strategy.

Indeed. I feel that for Ecologists mandate law, it could be changed perhaps to unlock all Terraforming options, but with perhaps a large malus to their completion speed. That would align nicely with this idea and give that law a use in the long term using this idea.

I like the ecologist faction, but their starting law is worthless later in the game.  I'd additionally like to see it provide recovery points for depleted planets.  It's a small boost, but I like Ecologists trying to repair damage done to planets.
