I think propaganda is often overlooked in the game currently. The recent additions help, but the cost of stopping productions for 10+ turns is often not worth it beyond extreme cases of low approval.


I suggest that propaganda be changes from a build queue item to a toggleable option on systems. When selected, the system will take a penalty to production based on the support the party already has. With no representation on the senate a system should take the full 100% penalty to industry, and scale up to 25% with full representation.


This will allow you to keep producing at least something on system while you brain wash your citizens; and i think it makes sense that productivity is less affected when the people already agree with you.
