If you are not playing UE, influence will be accumulated and there is no way to use it even if your law slots are already full.


Therefore, I think the system improvement Autonomous Administration should increase the global(or local) law upkeep.


Pros

1. It does decrease influence upkeep for large empire at late-game

2. It does not mess with border expansion of each system while decreasing influence net income

3. It is natural to expect more costs for enforcing laws in more autonomous places


Cons

1. It might become a new limit for a size of the empire

2. Managing extra costs by Autonomous Admin could be harassing
