All members of aliance should agree on signing peace/going to war

So how come my ai ally can decide for me when we go to war and when we sign peace treaty... It should be mutual decision. For example I can propose going to war with empire A for reason B and my ally can agree or disagree, if he does not agree there should be less consequences after leaving the allience, or there might be a way to persuade him (threat/bride)
