Obliterator shots should be act of war and have political consequences depending on government

Firing an obliterator shot should require the faction to be at war, and government types that disapprove of the nastier options on planet-capture should have /at least/ as serious a problem with their government trying to evaporate an entire system. (having a better indication where a visible shot's going would also be nice)
