Diplomacy at the micro level is mostly missing in Endless Space 2. In the early game, most of the encounters resolves in a meaningless battle.

The way I picture it is pretty simple, in sci-fi media we often see the captain of the ship adressing himself to the faceless enemy before it reveal itself in a dramatic way.
In ES2 that would mean, when you encounter a fleet you have multiple options to choose from instead of fleeing and fighting.
Maybe you can threaten the empire of further grudges, exchange informations or prisonners, give a science boost by exiling a scientist to work for the ennemy, simply pay dust, etc.
Or even a system in which you have a neutral, evil and good response. Concessions/Threat/Subdue
I think this would be a good addition the pre-existing heroe political system, making fleets with heroes more valuable in the early stages of the game and diverse by the way their captain react.
