Ally battle reinforcement

the ghosts have that feature to an extent with santuaries :/, but only santuaries.

I liked an idea from stellaris of having alliance fleets, where you can create ships for, and the leadership rotates so someone else controls it each time etc.
complex to add but still, alliance currnently is bad on many fronts.
