After a certain amount of development, the base law for some forms of government becomes useless (ecologist and scientist come immediately to mind). Allowing people to spend 500 Titanium and 500 Hyperium to have a one-way replacement of a base law with something that has more lasting value would be a useful transition (might also be nice for other laws).

I'll take a shot at some graduated laws here:


  • Science - Research Prizes - Every 10 turns a random scientist from another empire (from their top science-producing systems) will for one turn offer visibility into their home system
  • Science - Engine Tinkers - Fleets that have been disbanded for 10 turns can upgrade at a quarter of the dust cost (strategic costs are not reduced)
  • Ecology - Farmers Markets - Gain system visibility and diplomatic status (strength of diplomatic relations with each major empire) for all minor factions
  • Ecology - Soil Pre-seeding - New outposts mature immediately into colonies, and planets grow more rapidly to size 3 (Vaulters start at size 3, Vodiyani may not take this variant)
  • Pacifist - Cultural Plays - Non-primary populations are much more likely to grow than the primary population. Random migration from other empires is much more likely. (Vodiyani and Umbral Choir may not take this variant)
