Don't block "End Turn" for unassigned hacks

It's way too common (especially early game) to have nothing worth hacking. With any other notification, I can just switch it off until the situation changes EXCEPT for "unassigned hacking" which stops the End Turn button even if the notification is switched off. What is the point of turning off a notification if it doesn't let me ignore it?
