Co Operation Protocol With Benefits

I'll have to finish a few more playthroughs till I can comment;
although Istill would like to state that the vine-expansion can be extremely unreliable and thereby slow as <french>.

In my latest game; the "Emperor" found me within a silly amount of turns (4-6?) and started demanding tributes and what not.....

Now.... Um, my vines were not able to expand in any direction (until later on when certain techs were rsearched that would let me jump off the "highways" and stuff like that for example. ;)

But for me it feels (right now) like just lowering the build cost or something slightly would actually counter this enough. But like I said, I'll have to get bacvk to you after I  'm done with this/next game at the very least, hehe.
