Gestalt consciousness means a single individuals are not have its own conscioussness, but froms a greater one with all other individuals in the civilization together--just like all cells in a human body forms a unified man, with a single willing.
This is a "typical" hive setting for other fantasy works, such as hivemind in Stellaris, Zerg in Starcraft, Formic in Ender's Game, Necrophages in EL (partialy is becasue its "Connon Fodder" tech and sacrificing population ability); a gestalt consciousness can also be silicon-based, constructed by robots controled by a central processing unit.
So I believe gestalt conscioussness is also worths a place in ES2. Here is some of my thought of designing such a empire:
1. Population are not effected by happiness: apporval are always 50% or don't have apporavl system.
2. Increase man power accumulation rate since a gestalt conscioussness can mobolize pops more easily.
3. Can not have pops from other factions (but still can assiminate minor factions to get their traits). Also, a pop from a gestalt conscioussness can not live in other empire.
4. The ablity of sacrificing pops and transfer them into other kinds of resources.
5. Can not recuit heros.
6. Autocracy is a good gonvernment for it.
