Add Dyson spheres and/or ring worlds as an option for Stage 5 Economy and Trade, that can only be deployed in systems without any planets. They would be an empty shell to start with and appropriate technologies would be added to focus  production. This may seem harsh, but then you are creating an artificial world in the middle of nowhere

And as added recently in a similar thread, one could upgrade dyson spheres until a point where they can alter a star, bot for benefit of the system [own faction, allies] or the opposite to decrease or even distinguish a star, so a hostile system dies. #dystopianES #Isyanderwouldapprove
