urrently the dictatorship is very problematic due to happiness and I have a few suggestions that could change that.
The main factor here is the number of representatives and so far I seen it is a flat number per system regardless of planets or population.
This is what I think should be in place:
Number of representatives:
Dictatorship: 1 per every colonized planet in a system
Federation: 3 + 1 per every colonized planet in a system (assume those 3 are the main star system representatives)
Republic: 1 per every 4 population on a planet (if you have 3 planets with 1 population then you have 3 representatives in a system).
Democracy: 1 per every 2 population (sum of population in a system).
The negative approval for dictatorship should be larger and that represents the situation when a planet no longer supports your representative (who is a dictator on that planet) but tries to overthrow him.
This should have interesting consequences when you don't lose approval at a steady rate but after the "elections" might end up needing to fight rebellions.
The main idea is that the more democratic the system the more representatives you will need to deal with but on the other hand you will be able to have more of them in the senate.
Numbers can be adjusted as needed. Would need to see how it all plays out.
But in the end the each system has its ups and downs.
In democracy it is hard to have everyone represented but you have smaller negative approval.
In a dictatorship you are either holding everyone in line or need to deal with rebellion but with the smaller number of representatives it is either one or the other.
