Diplomatic  victory should be more involved than simply accumalating a number of points. Rather than achieving victory once enough points have been collected the player should instead gain access to a new diplomatic action, create federation. A federation may be formed with any faction diplomatically. However a federation may be forced with a large influence cost on any faction the player is at peace or an ally of. To then claim victory a federation must contain all surviving factions or control 67% of the galaxy. All members of the federation achieve victory.


To allow a faction to leave a federation a new political party will be created, the cessationists or xenophobes. If this party gains the majority in the factions senate the faction will automatically leave the federation, being left in a state of cold war with the remaining members so as to prevent them being instantly forcibly reintegrated via influence purchase. If in the future a system is added to allow players to influence the senates of other factions then this will also allow those outside the federation to try and break it up.
