  • Influence is made as an accumulative value when it is a relative value. Static influence area calculated by Population size, system production (dust, science, and industry), buildings types (influence buildings, significant buildings/monuments), and how long a system has been under one empire’s domain. Influence dynamic modifiers would be government type (military least susceptible - pacifist most susceptible to be assimilated), governor’s skills (heroes) and fleet presence (fleet strength). These dynamic modifiers shall help counteract the ability for a planet inside an area of influence to be assimilated. Also if you attack and create a wedge in enemy territory, their influence shall be extremely reduced in that area, especially if you conquer the galaxy in that area, the influence shall be almost nil (they are disconnected, isolated).
  • Influence growth shall be limited by those factors. As it is Influence growth works better than the Patrol ship in exploring the galaxy.

Add fleet presence to influence area is a very natural idea.  

In actual game state, it could help to counter the very anoying pacific colonization (against no way can be really use).

So I upvote your idea, because a dynamic effect let the player some choice to do, and interact more with that feature, and it's always good to give opportunity to act.
