Influence for political parties should be grown from the part coming from buildings in long term and short term.

Reason:
- in the short term, people against something new are more vocal than people for something new.

- in the long term, people get used to it and the building changes the society.

Exemple:

A new military building should give, before results are changed by population:

- the pacifists faction a 12 turn boost in influence.

- the militarists faction get half of this boost, but long term like today (or not half but 0.618 :p sorry, golden ratio again).

(numbers just for exemple)
Say :
* Era 1 building gives 100 points to a supporting faction and 161 (for 12 turns) to an opposite faction.

* Era 2 building gives 200 points to a supporting faction and 322 (for 12 turns) to an opposite faction.

* Era 3 building gives 300 points to a supporting faction and 485 (for 12 turns) to an opposite faction.

* Era 4 building gives 400 points to a supporting faction and 647 (for 12 turns) to an opposite faction.

* Era 5 building gives 500 points to a supporting faction and 809 (for 12 turns) to an opposite faction.

Then, each bonus get changed by population then renormalized as % for elections.

The 12 turn temp bonus could also be (for Era 1):
- a 9-turns 161 bonus

- then replaced by a 2-turns 100 bonus

- then replaced by a 1-turn 61 bonus

- then 0.

This already happens in game.  While I don't think it happens they way you've laid it out here.  Specific buildings you build already influence the impact of particular political parties.

Yes, it's in the game but only the permanent part.
The idea here is to give a second temporary bonus to a different party, stronger than the permanent part to represent opposition and contestation.
