Limit population growth

The population management screen allows to spend luxury ressources to favor the growth of some kind of population. And it is a really nice tool to make your global population trend as you wish, and not in a too brutal way.

But it lacks a counter-part. It might be nice to have the opposite effect. Spending another kind of luxury ressource to impair the growth of some species, maybe at a higher cost and with effects on the happiness of the specie that is affected.

It would be a double edged sword to better control the population flow in your empire.
