A peaceful means to removing population

Chain gang is all well and good, but for people playing pacifists or ecological maybe it would be a good idea to add a political faction themed chain-gang to each?


Say for industrialists you could consume a (preferrable selectable as opposed to whatever is growing next) population slot to boost your industry for a turn, maybe ecologists could recycle an unwanted population for a food boost?


Religious factions could do well... What most religions do to people they don't want around XD


But more options than just Chain Gang and a means to select which population goes would be nice!

1) there is a simple way to remove pops. conquer or settle a system

2) move all pops you don't want to that system

3) abandon the system (the pops can still be on the move, they don't have to settle)

Yes I am aware there are ways of removing population other than chain gang, but I'm suggesting senate flavoured options just as how chain-gang is favoured by militarists.


Also, a three step solution that involves conquering a planet then abandoning it is a poor solution to a problem such as this.
