The AI is far to judgmental and hypocritical about trespassing.  Behavior changes would include forgiveness allowance.  

1) For every one time there fleets pass through my territory I gain 2 times to trespass on theirs without penalty. 

2) Possible to secure a military pass as a way to announce intent.

3) Additionally attacking a rebel/enemy fleet in there territory also forgiveness all trespassing and grants 2 times without penalty or a military pass especially in cases of liberating a blockade on one their systems.  

4) Trespassing/being concerned about invasion should extend to stationing in bordering systems and entering controlled systems and not the arbitrary radius of influence.

there probably should be different AI responses to an unarmed scout entering, a colony ship entering (as that will threaten their colony opportunities) and heavily armed warships entering their space. 


also, AI personality should probably play a role. cravers will hate anything moving wherase the unfallen probably wouldn't care that much if you scout around

It's kinda annoying that the AI reacts the same way to unarmed/lightly-armed scouts as they would react to a fleet of battleships.

I agree wholeheartedly! As is the AI have a nasty tendency to continuously nag at me for trespassing to the point where I don't even know what is trespassing. (Usually, it's one of my ships skimming across their border's outer edges while travelling outside the lanes.)


It is also worth mentioning that during the Academy quest, even when you are friendly and on the same side, the AI tends to freak out when you move a hero-led fleet to one of the lodestones next to their territory. (I mean, I wouldn't have to do so if they could actually do their job rather than wander the stars aimlessly, looking for scouts to harass.)
