I've noticed that warfare doesnt yet have the polticial dangers that I think it should. We all know about historical examples of the rise of millitarism, but I think we sometimes forget how the public often turns against their national leadership when lives are wasted and wars are mismanaged. Instituing "war wariness" could create some interesting gameplay mechanics in Endless Space 2 that could also help temper the AI's use of suicidal, reckless attacks.

Losing massive fleets and manpower should cause potential happiness and influence penalties which an empire has to manage, and different factions could manage this differently. Incuring massive losses should also turn the populace away from the millitarist faction, which I have noticed has a tendancy to continuinaly sweep elections, even when the war is going terribly.

The objective of this mechanic would be to create another risk which has to be considered before launching overly aggressive actions. It would also give us a means with which to influence politics. Shattering an enemies fleets, forcing pacifists to take over their government, and then bringing them to the negotiating table for a truce would be very satisfying.

forcing pacifists to take over their government

Militarists get way too much influence for that to happen. Militarists in lead are harder to get rid of than space cockroaches.
