Decrease the amout of gold generated by trading companies

I propose that trading companies be left as they are.

Instead, buff and modify pirates so they go after trade routes like crazy, stealing wealth and destroying created trade ships as they go.

This makes it so that trade routes are still really good to have, but useless if you cant defend the traderoutes from the pirates that will attack it.

(Also has the interesting dynamic of increasing military ideology to protect trade which is a component of the pacifist ideology)
