Disable Minor Factions Option

How about an option when choosing a new game to spawn a galaxy without minor factions? There are some scenarios where a player might want this- for example, imagine the smallest galaxy possible containing the maximum number of empires possible. In this case, there would be few, if any colonizable systems. There are also likely just some players who are less fond of the gameplay mechanic itself.
