It is too easy to forget a ship in a hangar

Title says it all. Countless times I've wasted a few turns not using a ship because I did not realize it had just finish construction and was just waiting in a hangar somewhere. It's a bit silly. Surely I can't be the only one falling for this on a regular basis.

One way to fix this problem could be to consider a ship in a hangar as "inactive" for the purposes of the "select next inactive ship" button near the end turn button. That would provide a clear signal that there are ships that are sitting idle in hangars.

Or provide options for defining what is inactive for your own play.  Like, scouts that have used up movement (ignore not inactive!)
