MOD Idea:Anomaly Creation Improvement for normal/anomaly-less planets

Yet another MOD Idea.

A Random/selected Anomaly reproduction/creation improvement for normal/anomaly-less planets [negative, positive, neutral or anything in between] to give more mystery to the game play. 

which could have anomalies of all knd ranging from the original Endless Space [1], to its sequel, aswell. 

This can be made available inside or next to the default anomaly reduction option when modded.
