Currently and outpost will take 40% of food production (with the influence boost this jumps to 80%).
This is calculated from total production and doesn't take into account how much food is consumed on the source system.
In mid/late and even sometimes early game this quickly leads to starvation on the source system.
This outpost migration needs to be limited so that it is a percent of the food surplus and I have no problem for it to be even 60% of the surplus (which would mean 120% with the influence boost).
Mid/late game migration giving 200+ food is just crazy.
