Allow factions with the Gene Hunter affinity to see Population counts of visible systems, broken down by species.


This will allow Gene Hunter factions, like Horatio, to more carefully plan their invasions and backstabbing in the interest of assimilating new Populations. In addition, the AI may be able to reference this information to find the perfect time to use the Religious mandate to snipe a large number of pops from another empire, which would be a good use of the "Sneaky" attitude for Horatio AI and add a unique spin to their behavior.
