I was thinking, this game doesn't really need a really high-end machine to run. You can't run it in a potato either, but I'd say most of the newer hybrid laptops could run it.
I'm refering to laptops like the Hp Spectre x360 (the one I use), or the surface pro & surface book, or the ones from Google, Samsumg or Asus... I mean, there's plenty.
So I feel like it'd be worth it to develop touch support, specially because it is almost done as it is already. There's only two things that would need changes.
First, the zoom in the galaxy map. Since the game doesn't detect gestures, the zoom in/out pinching on a touch screen doesn't work... which is real bad because that leaves you stuck at the same zoom level. Or when you click on a system and the game auto zooms in, you cant leave the system view.
And second, the fact that you absolutely need to use the secondary mouse click to move fleets. This may be more difficult to adapt than the zoom thing. The right click in touch screens is usally done by click&hold or by double touching the screen, both of those solutions I feel like wouldn't work that well in a game such as this.
Instead, I propose something like click and drag. Select the fleet you want to move and drag it to a starlane or a system.
Obviously, there's also the problem that playing with only a touchscreen, you would lose acess to de mayus, control and alt keys and the funcionality they provide, but that's a trade off and is not as important as the above described issues. Even without those keys, it is possible to do the same things with just a few more mouse clicks.
