Finishing the Academy Quest

For the first part of the Academy quest whatever side discovers a majority of the systems first wins, but for the second stage the game waits for all of the systems to be either activated or destroyed, even though whatever side has the majority wins, just like in stage one.

I feel that it makes more sense for the Academy quest to end when one side has activated/destroyed a majority of systems.
