Selling / renting / lending ships to another empire

You should be able to sell some ship to the market or to an ally.

An empire should be able to sell, rent or lend ships to another empire, depending of its diplomatic proximity.

Helping an ally shouldn't always be in terms of warfare power but also in terms of construction power : think USA in WW2 before december 1941.
