It has 5 levels. Conversion of “system excess” production (industry, food, science, influence and dust -5 items)) shall be available by default, no research needed. Increasing the conversion efficiency shall be part of the research. I would limit conversion to Science and Dust (no influence) But each knowledge level may add what to convert to either one. Level 2 Industry, level 3 food and level 4 influence can be converted into Dust or Science. Each level is a 5% conversion, so industry at level 2 will convert 10% of industry output to Science or dust. The same conversion at level 3 would provide 15% and so on up to 25% once in the third tier. When you are on a particular tier, when you have uncover 3 of the 4 quadrants. If someone wants to focus only on one quadrant and not the others, then it is OK but the conversion level would be up to the level where 3 or more quadrants are available for research.
Conversion levels can then be modified by hero’s skills and/or scientific research like +10% or +20% to conversion or specific like +20% food conversion. Specificity can be associated to Heroes so a sophon may be able to increase science output, united empire increase production conversion, and other races balance % of them 2. This would make it a bit complicated so I would keep it simple but otherwise it is a skill and/or research alternative.
