Pirates should not spawn for no reason, they should spawn dependant on in-game events or gameplay - if there is great unhappiness or riots maybe that should increase pirate activity or create a pirate base somewhere in an uninhabited system. I would like to see pirates created for a reason not just to frustrate players and not randomly. A descent into disordered chaos should be reflected by pirates and maybe corruption events etc that eat away at large empires.
Pirate generation should be part of events or gameplay
