First of all, I apologize for my English, as I rarely have the chance to experiment with written texts of these proportions. Secondly, I apologize for the complexity of my idea, which will require a bit of patience and a good dose of imagination. After these necessary premises, let's start.
We have a governing body, political forces, governors, laws, elections, maybe edicts? We have the ability to reform the nature of government. We have a lot of things, but they seem to be not complex enough to give us a great experience (politically speaking). Let's look at the mechanics of the political forces that debate in our parliament. They respond to events, perfect! They determine which laws will be available, more than perfect! ... what else do they do? Not much. Well, these parties, in truth, are the will of an empire! They, very seriously, have control over the life of an empire more than the Emperor himself. And here comes my idea into play.
1) Political forces should propose targeted laws based on the necessity of the people they represent and their vary current needs.
2) Propose the abolition of existing laws or edits (for the same principle).
3) Affect the influence of rival party or rival parties (by importance - excluded irrelevant minorities), and eventually find a compromise in the emperor or something/someone else.
4) Vote situational laws, depending on the needs of the empire.
5) Vote the laws !!
6) The emperor should not be able to decide indiscriminately what law to pass without any consequences. Perhaps he should not even be able to arbitrarily decide.
7) The emperor should take note of the will of his own governing body and interact with it.
8) The emperor could propose changes to the proposed laws, propose new ones and ask them to be voted on. (In this case, you could add a law creation window, where you can decide between different benefits and the nature of the law, the theme, and the context on which you want to focus.
In the present situation, I have the impression that the parliamentary power is non-existent, and that everything ends up in the worst cases in a negligible amount of dissatisfaction and dissent. They should instead be the soul and arm of those who represent, and therefore cause internal tensions, power struggles, etc ..., until their purpose is achieved (especially if they represent the majority). They should be able to have internal elections to elect a party representative whic actually do and matter something (I think some heroes represent some parties, but in this case too, they seem to have no other role than taking the title of "party X representative").
I could go on endlessly but I already put enough meat on fire.
